Fourier-Walsh series of vector-valued measures and functions

Let $\{a_n\}$ be a sequence of elements of a locally convex vector space $X$. The paper settles the problem of the existence of such a vector-valued function and a measure, that $\{a_n\}$ are their Fourier-Walsh coefficients on the unit interval.
