The study deals with both the problems of urbanistic creation and the cosiness of population within the following dimensions. It is based on an analysis of relationships, housing – work place – transport. A particular attention is paid to civil equipment including the transport. Especially their significance in fulfilling the fundamental requirements on accessibility within the organizational units of an urban entity, or a residential formation. In the conclusion the author summarizes the starting-point relationships concerning the creation aimed at population cosiness.
