The Institute was founded in 1953. It is a research institution carrying out basic research in jurisprudence. Research is focused on the general theory of law, political law, the philosophy of law, constitutional law, public administration, self-government, economic and commercial law, medical law, and international law, includingn international relations.

The Institute currently studies the following problems: the concepts and institutions of the legal state, international standards pertainent to human right, conceptions and principles of the Conduct of CSCE States Code and international law, the questions of liability in commercial law, local state administration, including self-administration, and legal protection of information pertaining to computer and genetic property.

The most important results have been achieved in research into the rule of law within a state, legal solutions to the international disputes and problems of European integration, medical law, commercial law and the theory of self-administration.

On a contractual basis the Institute co-operates with:
- Sociieté de Législation Comparée, France,
- The Institute of Law and Theories, Polish Academy of Sciences, Warsaw, Poland.
- The Institute issues the journal Právny obzor (Juridical Review).
