Vladimír Baláž (b. 1961) is a Slovak economist and research professor at the Institute for Forecasting, Slovak Academy of Sciences. His research focuses on tourism, migration and mobility, innovation and R&D policy, and behavioural economics, particularly decision-making under risk and uncertainty.
Education
Vladimír Baláž obtained his Master’s degree in Economics of Services and Tourism from the University of Economics in Bratislava (1985–1989) and a PhD in Management and Organisation Studies from the Institute for Forecasting, Slovak Academy of Sciences, Bratislava (1991–1993).
Academic Experience
He has received several international research awards and fellowships. Between 1997 and 2012, he held research positions at the University of Exeter and the University of Surrey in the United Kingdom. His research has been supported by major funding bodies, including the British Academy, the Leverhulme Trust, ESRC and EPSRC (UK), the Deutsche Forschungsgemeinschaft (Germany), and the Japan Society for the Promotion of Science.
Current Position
Since 1989, Vladimír Baláž has been affiliated with the Institute for Forecasting, Slovak Academy of Sciences, where he currently serves as Research Professor. He has been a member of the Learned Society of the Slovak Academy of Sciences since 2012.
Advisory and Policy Work
Since 2014, he has led large-scale evaluation projects assessing the impact of European Structural and Investment Funds, commissioned by the Government Office of the Slovak Republic and KPMG Slovakia.
From 2016 to 2022, he served as Economic Advisor to the Prime Ministers of the Slovak Republic—Robert Fico, Peter Pellegrini, and Eduard Heger.
He has extensive experience as a country expert and evaluator in European Commission initiatives, including ERAWATCH, the Research and Innovation Observatory, the Regional Innovation Monitor, ProInno TrendChart, the ERA Scoreboard and Dashboard, and the Policy Support Facility. He also served as principal evaluator of the Smart Specialisation Strategy of the Slovak Republic for the European Commission.
Other Professional Experience
From 1993 to 2022, Vladimír worked with Sevisbrokers, o.c.p., a.s. in Žilina, a securities dealer. He served as an analyst and later as Chairman of the Supervisory Board, with responsibilities in financial and market analysis, corporate governance, risk management, and regulatory compliance.
Hobbies
Vladimír Baláž enjoys hiking, oil painting, and popularising economics in Slovak media.
