Housing is an essential need of mankind and a partial element in the comprehensive the study of environment. Adequate conditions and requirements for housing change in the course of the development of society, determining the society’s standard of living. The politico-economic situation in 20th century Europe conclusively affected also the character of urban structures. Central planning in the countries of Central and Eastern Europe was one-sidedly focused on the construction of housing estates. Since that time, the popularity of these structures has greatly faded in the whole region as many problems of a technical, social and area planning character appeared. For the last ten years these countries have been struggling with varied success for decentralization, privatization and deregulation of housing resources by means of newly formulated housing strategies.
