A regular meeting of the Assembly of the Slovak Academy of Sciences (SAS) was held on 22 March 2016. Among other things, it discussed and approved the Principles for Evaluation of SAS research institutes.
This evaluation will be carried out this year by experts from abroad. The chairperson of the evaluation panel is Prof. Marja Makarow from Finland. The President of the SAS, Prof. Pavol Šajgalík, who submitted the Principles, summarized the basic framework of the evaluation and the expectations of independent opinion on the place, performance and development of the SAS. The evaluation will thus point out trends and the overall potential of Slovak science in the European research space.
The Presidium of the SAS intends to finish the evaluation process in November this year. Above all, it expects recommendations for its further research development. Prof. Šajgalík did not hide his aspiration that, thanks to the accreditation to be forthcoming in this way, there will be good grounds to gain unbudgeted finances for science and research in the SAS in 2017.
Dr Mária Omastová, the chairperson of the SAS Accreditation Committee and a member of the SASʼs Presidium, detailed particular evaluation criteria and the procedure for the whole process of so-called accreditation. The evaluation criteria are divided into three basic spheres: 1 - Quality and performance; 2 - Contribution to society; and 3 - Potential for development.
During the extensive debate, members of the Academy Assembly commented on particular points of the defined Principles, and, after accepting some of them, approved their overall wording.
The Academy Assembly, under its Chairperson, Dr Katarína Gmucová, also discussed an update of its opinion of a transformational process for SAS institutes to become public research institutions, in accordance with a resolution from the Assembly meeting of 18 December 2015, with a mandate for the SASʼs Presidium to discuss it further with the new Slovak government. At the same time, the Assembly noted information regarding SAS budget allocation in accordance with the rules for 2016 approved by the Assembly.
